Thank you for your question, Anne. I am unable to tell whether your plants have powdery mildew, a fungus, or perhaps flea beetles from your photos. This article lists the possibilities: https://extension.umd.edu/resource/key-common-problems-tomatoes
If, after examining the undersides of the leaves, you can't determine which, I suggest that you take leaf samples to either the Clackamas or Washington County Extension offices when Master Gardeners are there. Good luck!
