Hi Barbara,
I think you are referring to lace bugs. They are small but if you see their wings, they look like lace. The lace bugs and aphids are soft bodied pests and can be removed with strong shots of water. Once on the ground most have no way of getting back on the leaves as they were born there. The strong blasts of water kill them.
You can also use insecticidal soap which will kill on contact. Put a tablespoon of castile soap (liquid) in a spray bottle with a teaspoon of vegetable oil, any kind, and fill with water. Shake it and spray directly on the pests. It will kill or harm pollinators so do not spray them.
This can be done every other day without harming the plants or the pollinators (spray early morning or late at night when they are not around).
Scale pests are another matter. The outer shell protects them from sprays. If you can find them before they form the shell you can use the insecticidal soap spray on them as well. If you find them with the shell, you can scrape them by hand or remove the infected areas. Pesticides don't work when they have the protective shell.
