I apologize for the length of time it has taken to respond to your inquiry. The growths on the leaves of your maple are gals. They are insect damage caused most often by mites. These are typically not harmful unless a large portion of the tree is covered. More concerning is the damage to the trunk of your tree. It looks like it may have come this way or perhaps been clipped by a mower? That much damage to the trunk leaves the tree susceptible to disease and/or insects. Since the tree was purchased this year I would recommend returning and asking for a replacement. Most reputable garden centers will allow this. Below is a link to information regarding insect galls.
