Spruce tree in distress #873842

I live in Stacy, with sandy soil. For 16 years now, my spruce trees have flourished and grown aggressively with no help from me. This year, two of eight spruce trees show distress. See pictures What could be causing this? Why not all the spruce trees? Should I fertilize them?
