Fortunately, steer manure that is bagged and sold is a shelf-stable product which should last years (indefinitely) as shipped to us, unless it has been exposed to water.  If water does get in, then many organisms (fungi, bacterial, flies...) can make use of those nutrients and cause quite a mess (and smell!). Even this can be mixed into the soil and the smell should dissipate quickly.
Let me know if you have any specific problems cropping up with your situation, but if it is just a matter of time, then feel free to use the steer manure as otherwise
