What is affecting sagebrush in south Crook County? #873745

A few days ago some of living in the community of Brasada Ranch in south Crook County noticed sagebrush leaves were beginning to shrivel and be bound together. It seems to be affecting quite a bit of the sagebrush in the community. I haven't looked outside the community as yet. One of my neighbors took apart one of the bundles of leaves and said he saw small black specks and a larvae. I am attaching some photos.
