I know someone who is thinking of either remodeling or demolishing an old home where the bats have been living under the roof of the porch for at least 34 years.
Are bat's protected and does This person needs to contact someone to relocate these bats?

Bats are protected. Because we're right in the midst of bats' reproductive season, your friend should plan their exclusion-then-rebuild/demo for sometime between mid-August and before 1st frost. Doing so will allow the young to mature enough to escape, will give your friend a chance to plan the exclusion intervention (let them all out and shut the "door" behind them), plan for safe removal of accumulated guano (and PPE to avoid the now-homeless bat parasites from getting on the worker) and get their renovation plan going before bats begin returning for their winter roosting/hibernation.
For their exit-exclusion project, I have attached an old, out of print article that offers (pages D18 & 19) information on identifying the exits and building 1-way check valves.
