One of several coral bell plants we planted this year is dying. Unlike the others (besides dying), it has a white substance by the plant (see photo). What is this substance and what should we do about it? Thanks!

The white stuff is mold growing on the mulch. Very gently scrape it away. If things dry off and the humidity goes down it will disappoint on its own.
Is it likely that the mold is killing the plant or is the plant dying due to other causes?

It is probably too wet and not getting enough sun. They do best in part shade or afternoon shade.
If it is a plant planted this year it needs time to grow roots before it makes new leaves.
