Wo dering if there is a program that can guide city communities to reduce "grass" and increase naturalized green spaces. A program that can help evaluate and educate citys leadership and residents.

The Xerces Society for Invertebrate Conservation has a program called Bee City USA to help cities to support pollinators, including by transitioning land into pollinator habitat.

You may be interested in planting and maintaining a bee lawn resources from University of Minnesota. Some of the research on bee lawns in Minnesota was conducted in public parks.

MSU also compiles resources on pollinator lawns.
