This could be herbicide damage, but there are other causes to similar symptoms. Tomatoes are very susceptible to herbicides like 2,4-D which can cause distrotion to plant growth. Even if you have not used any herbicides, drift from the use by a neighbor can find its way to your garden and cause damge. Physiological leaf roll is another potential issue, it is a result of prolonged periods of wet soil and high heat which causes the leaves to roll up. Viruses can also cause similar symptoms.
