If you are unable to send images of the "white, weeping fungus" on your magnolia tree, can you at least describe more clearly what you are seeing?

One of the most common problems with magnolia trees is magnolia scale. This insect is indeed white; however it attaches itself to the limbs of the tree and sucks the nutrients out of the tree. To say it is weeping would be a stretch. But just in case this is what your are experiencing, here is information on magnolia scale and how to control it.
