Redmond garden pests #873512

I am inundated with pests this year. Aphids, white flies and many other unidentified flying and crawling wonders. I have been using neem oil but I can’t get in front of them. Any other suggestions? Also, do you know what is happening to my Virginia Creeper? See attached pictures. Last year I had what looked like a micro flying beetle. I don’t see them this year but the leaves are having the same reaction.

Hi Kila, 

Thank you for the photos. Based on photos, I'm not sure what is going on with the Virginia Creeper. Would there by anyway you could bring in some leaf samples? (Immediately put them in ziplock bag to collect any insects on them).
