I reached out to Ann Hazelrigg, director of the Plant Diagnostic Clinic at UVM, and her response was essentially: It's really hard to identify insects from eggs, these appear to be True Bugs (Hymenoptera), but it's impossible to say what species.
Oddly enough, the best thing to do would probably be to leave them there and monitor them to see what hatches out! Then you'd know if they're beneficial, a pest, or neutral which would help inform what to do next time you see some.
If you don't want to wait to find out what kind of insect you have, the best treatment to remove them is to simply brush them off the leaf! You could brush them into soapy water, but usually simply removing them from the plant is enough.
