My son gave me a lovely hanging petunia plant for Mothers Day. I have been dead heading the plant. However there are some leaves that are turning yellow . It is hard to know how often to water it. I don't know if the yellow leaves are from under watering or over watering! Is it ok to cut back branches that have lost blooms and look leggy?

 Yes. it is a lovely basket.  It is okay to trim back leggy parts of the plant but it is meant to be a hanging basket which is why branches are growing so long.  Your basket should have a drainage hole.  If you water until water runs out of the bottom, your plant will be well watered.  Then wait a few days, depending on the weather (hot/dry/rainy/windy/etc.}.  You can stick your finger into the soil up to the first knuckle to see if the soil is still wet or dried out  A routine will soon happen.
