Chariot magnolia with white lumps in branches #873356

I noticed these white hard crusted lumps on my branches of the chariot magnolia tree. These presented this spring, I don't believe these were here in the fall. 1. What are these? (someone said could be white scale?) 2. Is it harmful to my tree? 3. Can this be treated/do I need to treat it? 4. Can/will it spread to other trees/plants if not treated? 5. If untreatable, do I need to have the tree removed, any precautions to take when removing to not spread etc? Time frame for removal? Thank you for your help and guidance.
