Lavendar tips bent over #873345

I have several lavender plants and only one of them is showing some tips that are bent over. Plant appears to be healthy and the other ones of this kind aren't showing any signs of bent tips. See picture. Thanks for your help.

I;m not quite sure I see the problem. Lavender has many different species that have different length of stems before the bloom forms. there is nothing to be concerned about if this is the problem. On the other hand, I think I see some browned out, undeveloped buds . i am unable to enlarge that area of the photo, but I suspect that that particular bush may have accidentally got a spray of weed killer, or an overdose of dog urine from a neighborhood dog. We haven't had any recent frosts, so that option is out. I would clip off any "bent tips". If I have totally misread your photo and you are wondering why some lavenders have droopy "heads" on stems, that;s maybe  just  the way that particular plant grows.
