It’s difficult to say without seeing the tree.
We have had a lot of rain and that is probably the cause. Is it planted in a well-drained area? River Birch naturally grow along river banks but not where their roots are submerged. We have had a lot of rain this year and that could be the culprit.
When you planted it did you open the root ball so that the roots could grow straight out rather than in a circle?
I would wait until we get into drier weather to see if it recovers. It you purchased it from a nursery it should be warranted.
