Controlling Magnolia Scale #873171

I have 2 Saucer Magnolia and 1 Star Magnolia. I noticed the dripping sap and the white powdery scaling on the branches. I've learned it's Magnolia Scale, but don't know about the proper timing of treatment, or what the proper treatment would be. Thank you for your assistance.

An effective control for magnolia scale at this time of year and life cycle for the insect is the use of a systemic insecticide, such as, one containing imidacloprid.  "Bayer Tree and Shrub" and other products contain this insecticide.  Follow the label directions and premix the amount of insecticide needed in a bucket based upon tree diameter.  Apply the mixture to the base of the tree and allow the the tree to take in the insecticide.  Since it is a systemic insecticide, the tree will take up the imidacloprid in it vascular system and when the scale insect sucks the juice from the vascular system it will be poisoned by the chemical.
