Have you grown them here before with success?
First I would look for any insects that may be eating them. If they are, secondary infections would cause the bulbs to soften and rot.
If they are planted in a small area between your house and the alley, they could just be suffering from too much water with all of the rain we have been having. Does this area drain well? They could be waterlogged.
