What were they thinking? The tree will likely survive! The inner bark around the wounds will grow and eventually cover the opening. No need to paint or treat the wound. If there is loose or fragmented bark, you should cleanly trim off the loose pieces.
I noticed that above the damage there is a dead stub where a branch was removed. The preferred practice is to leave no stub when pruning off a branch. the bark cannot grow over a stub end. It is important to leave the branch collar, which is the swollen area where a branch is attached to the trunk.
