We have an oak tree in that have been battling fungal disease the last 3 years but doing well this year. New problem: new growth branches with leaves are breaking off. This last week noticing what looks to be scale below the tree, on the bark and on dead leaves that have been laying on the ground since Fall. No scale on the new growth leaves that are breaking off.

Unfortunately it's a bit hard to see the bark insects. The dried leaf looks as if it could have wooly aphids but again I just can't tell. It would look like cottony insects. Do you see that on the fallen leaf branchlet? If you haven't been, one thing to do for sure is dispose of all of the diseased matter off of your property to prevent more spread. If you are able to bring samples like the ones you show and one with bark (in bags please) to the Extension Office in Longmont that may help diagnosticians make a more definitive determination or suggest a site visit by trained volunteers.
