My shrub roses are being annihilated! Please advise what is doing this, and what to do about it? Please note, I haven't seen any Japanese beetles...

My shrub roses are being annihilated! Please advise what is doing this, and what to do about it? Please note, I haven't seen any Japanese beetles, so I think something else is going on...although maybe there are Japanese beetles as well... Photos attached. Thank you.

This looks like roseslug (rose sawfly). Roseslug is a type of sawfly larvae and you could use an insecticide or spinosad, both of which will offer control. You can also hand pick them off if you see them or blast the plant with a strong jet of water to dislodge them. Perhaps start with the water and see if you continue to notice damage. Their lifecycle is usually May-June, so we might be near the end.
