What's eating my snowball trees?? #873059

Hi. I have 2 snowball trees and something is eating/ killing them this year. Their leaves are dripping with sticky stuff. One has tiny black things underneath the leaves and covering the new green shoots. The other has tiny white things on the tops of the leaves. Both have leaves being eaten and they're both cover in some sticky, juicy liquid. Do you have any idea what it is and how I can get rid of it?

That looks like aphids- which has been a problem in our area this year.
