Replanting floral garden #873007

Hello. A man who said he could replant my over grown front garden. He then cut all the irises while they were blooming. Is this a normal thing to do? I am concerned about letting him do anything more.

That sounds suspicious to me as well! The best time to transplant irises is in late July, after they have completed blooming, not now. I don't think cutting all of the blooms will harm the plants after-all we cut the blooms for cut flowers with no harm.
