I have 2 hollyhocks ( we purchased a house this summer so have no history of the plants) - they clearly have something happening- maybe it’s hollyhock rust? If so, how do we treat or do we pull out the plants completely? I’ll attach 2 photos. Thank you for your assistance.

It looks like hollyhock rust, although there might be some insect feeding damage on the upper leaves. Read here:

If you pull the plants (which would be my recommendation), follow the recommendations for disposal in the link above.
The insect damage might be slugs or earwigs. Look here at a similar question:
