My trees appear to be dying from the inside out. I submitted a question yesterday and they asked for close up pictures.

Thank you for writing back.
I am reasonably sure this is rhizospora needle case on a Norway Spruce. See my magnification of the needle damage.

It is difficult to treat and very common.
I suggest that you consult an arborist to see if the diagnosis is correct and treatment is even possible.
