Thank you for contacting the UVM Master Gardener Helpline with your question about your rose.
In order to diagnose the problem with your rose, we would need good/clear images of your entire plant including any insects that might be impacting your plants health. Include a close up of the specific damage occurring including an area which might show transition from the unhealthy to healthy tissue. Check the underside of the leaves for damage/pests. Completing the helpline intake form would also be helpful: https://www.uvm.edu/sites/default/files/Extension-Community-Horticulture/UVM_Extension_Master_Gardener_Helpline_Intake_fillable_form.pdf
