Tree of Heaven #872661

I am a volunteer and serve on the board of a local nature preserve. A large grant allowed for professional removal of multiple invasive species, however, two large Tree of Heaven were overlooked. The trunk size is 10 inches and the height is around 30 feet. We can find only two smaller trees in the area with trunk size one inch. They are located close to a public path so there is a safety concern with girdling or 'hack and squirt', interestingly one of the trees has an old scar about 4 feet high from being girdled in the past. Funding is, of course also an issue. What would be the best, safest , and most timely way to take care of this? I mentioned leaving the large trees and taking care of the smaller trees with cut stump method, however I was informed that they are also a host to spotted lantern fly and generally got a lot of push back with leaving the two large trees. My other concern is that, by treating or trying to remove them we will stimulate a lot of new growth which will then need to be treated.
