Herbacide use in reforestation #872621

We are in Lincoln county and had heavy involvement with the Echo Mt Fire in 2020. We are in the process of replanting the forrest. I have been using a mix of glyphsate and Vastlan for initial management of woody growth. But now that we have planted, overspray is a concern for managing Salmon Berry and Elderberry. I have used Tordon RTU stump/cut end application in the past with good success but not where new trees are planted. Is this safe to use or are there other alternatives? I have used a combination of Mission and Goal for preemgent management in my Christmas trees and some in the reforestration, but now that summer is here with minimal rain that is not a good ooption. Plus this combo is not effective for woody growth of Black, Salmon and Elderberry species. I'd appreciate your help.
