What is the weed in the uploaded picture and how can I get rid of it? It is by a pond and seemed to grow over the winter. Was a small patch last fall and now it is about 1/3 of a very large garden. Any help is appreciated. thanks, Jan Pinsonneault Red Wing, MN - <personal data hidden>

This is horse tail. It is a perennial, not a weed, but it is very aggressive.
My best suggestion is to dig it out and dispose of it. You may want to get rid of all of it because it will keep on growing.
As far as an herbicide, I would think any herbicide may work. I am not allowed to suggest chemicals. Just be sure to read the instructions on the package and follow them.
If you google how to get rid of horsetail, there are suggestions of chemical and non-chemical processes.
