Pear Tree Fungus #872533

Hello, Our pear tree has developed black and orange fungus and we are curious the best next steps. It seems like neem oil could be helpful but this tree is important yo us so we hope to get additional perspectives. Thank you!

Please share closeups of a leaf, top & bottom side. Pear rust usually has growth, or “texture” and these don’t show enough to identify the problem.
