I don't know for certain. I don't believe the tree is diseased. It looks like winter damage to me. Perhaps last winter (2023) snow was deep covering the bottom portion. Some of the exposed needles were damaged by sun and/or drying winds. This past winter with little snow cover only made it worse. The tree looks green and healthy - so I suggest a little pruning to shape it up and with time the damaged area will fill in.
