Thank you! You definitely have a larva of some sort chewing on your roses. An insecticidal soap would work to help with the insects.
The spotted leaves could be a fungus caused by the rain we’ve been getting. Neem oil would help. Trim off the branches that are infected as in pics above. Follow instructions on applying Neem oil. It may have to be applied more than once. Once the weather dries out, the fungus may clear up. If you have to water in the future, try to water at bottom of plant, not getting the leaves wet.
