Lawn Health Not Respresentative of Care Given #872418

I inherited a poor sparse lawn. Over the last ten years I have thatched (once) aerated (annually) and over-seeded with high quality TTTF (every other year) The seed and fertilizer come from golf course supplier (SYNATEK). In addition lime, do soil tests and cut at 3-3.5" I have used liquid and granular fungicides but I have yet to see a field of green. Any suggestions?

It is very difficult to asses your lawn with one picture. Can you provide more pictures? 

Also, I am not sure what exactly your expectations are. If the seed you used is not of high quality or the cultivars in the blend did not perform well in our region when tested, then the stand could be underperforming. Could you provide me with the seed bag label and a label of the fertilizers and pesticides you have used over the past couple of season and how much of each was applied?

 If I understand you correctly, you apply lime regularly? This is not recommended and can be quite problematic if lime applications have raised the soil pH to extremely basic levels.
