Hi, 

This looks like a viral infection to us but there are many different types of plant viruses with similar looking symptoms. We do not think that this is Aster Yellows which is a common problem with Rudbeckia. Some plant viruses don't effect the growth of plants anyways but if you are concerned about it spreading to other plants (because insects can help it travel) you may want to remove this plant. Otherwise, you can monitor or worsening symptoms and let us know if you see any changes.

Thank you, i did deal with aster yellows in past. But tottally cleared and started over. This is the only plant i see has it. I’ll monitor it
