what is this insect on wisteria? #872325

This insect is about one inch long and 1/4 inch wide and appears to be feeding on Japanese wisteria blossoms. This is June 9 in Ramsey County, MN.

Can you identify it? I've not seen it in the 20 years I've had the wisteria.

Is it a pest? If yes, do you recommend I take action?

Thanks for the quick response and the information. I think the insect IS a blister beetle. 

I live in a first ring suburb, no hay in sight. From what I'm reading on permaculture sites, blister beetles can do lots of damage in gardens. The recommendation on these sites is to catch them when there are fewer and knock them in soapy water. No reports of anyone getting blisters from contact with bare hands; in fact on responder said he has had contact and did not get blisters.
