I’ve read that the oils on poison oak can last up to 5 years even when the plant is dead. I’ve also read not to burn it as you can inhale the oils in the smoke. What is the best way to dispose of cut and dead plants?

Hello,
Poison oak removal does require caution as you stated. I am putting in a link below that talks about removal of this plant. In the mechanical control section it suggests "burying or stacking it in an out-of-the-way location, also taking it to a disposal site".
