Wondering if the yellow popcorn like sap balls on this tree are a sign of pine beetle?

It looks like it might be mountain pine beetle, but hard to tell for sure from the photos. I'm happy to do a field visit, or you can send a few more photos that include the entire tree so I can see what type of tree it is. My direct contact info is below.
