a neighbor has mold under her mulch. does she need to remove the mold, and does it hurt the plants?

Organic mulches will decay and you’ll see various fungi growing in it. It won’t hurt plants. If she doest’t like it she can break up the mulch layers, but it likely will return. It’s all part of the natural process.
