We live in an HOA. we have someone who does composting in his back yard. We believe he may be using human feces in it and may be using it in the community garden. I called code enforcement but he said there are no rules for this because of urban growth or something to that nature. His neighbors hate the smell. Do we have any rights to keep him from doing this in his back yard. No there is no trash just food and smells and mice.

If your HOA is unable/unwilling to investigate and act, I recommend that you call your county public health or environmental health department and explain the situation to them.
Surely the community garden has a manager - has this person been informed of your concerns?
