Expert Response
Yes, they do need to be sprayed twice a year. You need to read the label for timing. Your spruce are highly susceptible. If you haven't already done so, you can send a sample to the plant disease clinic for expert diagnose. https://extension.umn.edu/plant-diseases/rhizosphaera-needle-cast
Barbara,
The label says zero about rain and when to spray either before or after rain and IF the product will be effective if rains within minutes or an hour after apply. Please help.

You need to call the phone number on the label to ask the question regarding rain. Most pesticides do list that but if it is missing, call them and ask.
Barbara,
This is a fungus not a insect and we use a fungicide not a pesticide as you said??????????????

Yes, fungicide. Advice still applies.
