Infected Dogwood tree #871902

Wondering if someone can tell me what this white fungus-type growth on my dogwood tree is and if there's anything to be done about it. Entire tree seems to be infected. Appears to be "honeydew" type substance on the leaves. Did not bloom this year and leaves are turning brown. Photo attached. Thank you.

Hi Luanne, 
   Thank you for the picture. I did some research and found some info that I think will be helpful to you. I am including a link below. It seems you COULD  have Dogwood Sawfly. I can't be certain, you should probably bring a sample to our Extension Office for a definitive diagnosis. We are located at 9595 Nelson RD Longmont, CO 80501. Phone<personal data hidden>. Thank you. I looked around some more and, because of the honeydew, I think it's mealybugs. Will have it treated and hopefully save the tree.
