I have a pond that is overrun with cattails. I've put several grass carp in it, doesn't seem to help. I can't reach all of them. There's a lot of products that are supposed to kill pond seeds. Which one id best and safest?

You won't find any aquatic-labeled product to be effective on the seeds.  Your best approach will likely be a formula of glyphosate applied later in the season, as the inflorescences have matured but before they've seeded, applied with a surfactant.  Cattails are still tenacious, and it will likely take several seasons of diligent management before you bring them in check.
