Have had this peach tree for 8 years. Last year did not flower well and no fruit. Same this year. Less leaves and dropping off leaves. Tok of the trunk protector, definitely not too tight, and found a huge blob of clear, brownish gel substance. The trunk doesn't look healthy. Any suggestions as to possibly reviving this tree?

Most likely winter damage. No revival likely at this point.
Check the trunk and see if the tree has any healthy green tissue under the bark in the "rotted" area. I suspect that the tree will need to be replaced.
