Many of our roses appeared fringed off at the end of the stem rather than the stem turning into a rose bud. Also there is some black spot and curl. I need to know what product to use on my roses.

Pat: I am not sure. There are several insects (aphids, mites, etc.) that can cause symptoms like this. You should look closely with a magnifying lens to see what might be active. Cold weather or herbicide damage can also cause similar symptoms.
There is an also very serious "new" virus disease called rose rosette. I am not sure if your symptoms fit that, but here is a link that may help sort out what is happening: https://roserosette.org/what-to-look-for/
