Apple Tree insect? #871810

I found this on one of 8 apple trees - it does not look like any other trees are affected. What are they and how should they be treated?

Thank you for your question.  Your picture is very clear, but my research through many pictures of apple diseases and pests did not find anything like what is affecting your tree.  My advice would be to prune a sample and take it to your local extension agent.  Franklin County office is at 2548 armack Rd.
