Hydrangea bushes and weigala #871792

My daughter has some hydrangeas do not know kind they do Not look good. Does the old wood need to be cut down to ground?? Plus smaller wrigala bushes have some similar looks just on top. Picts included

The hydrangea's old growth can be cut off. It looks a little wilted. They need a lot of watering. The rock mulch is not idea as it holds and reflects a lot of heat. She may want to pull it back a foot or so and add some organic mulch like bark or shredded leaves. 

I am not sure what you are referring to in the second picture. I see what looks like a healthy cranesbill geranium, some grass, and some oxalis weeds. But, if she has a weigela with last year's growth sticking up, that can also be removed.
