Grapevine pest or fungus? #871615

Our grapevine seems slow to leaf out this year and what leaves we do have are full of small holes. I don’t see any obvious signs of fungus beyond the holes. I did, however, find a few tiny black beetle-like insects on a few of the leaves.

To me, the beetles are the issue and they look like Crucifer flea beetles.
