dwarf weeping cherry with white powdery substance on branches #871488

Our 15-yr old weeping dwarf cherry tree bloomed beautifully this year except a bare hole near the top, on west side of tree (see "cherry April 1") Just the other day we noticed a white powdery substance on the branches in the bare area (see next two photos) Any idea what this is and how we can treat it?
