Foam on garden plant #871312

Hello, I just noticed damage to my plant and now I see foam. What is this and how do I treat it? Please see photo thank you.

The foam on your plant is caused by spittlebugs. The nymphs use the foam to hide in. Spittlebugs do very little damage to plants and the nymph stage is short lived. The least invasive method of removal is to use a hose to spray them off. Below is a link with information about spittlebugs.
